The Community

The Town of Smithers is located at the foot of Hudson Bay Mountain in Northwest British Columbia’s beautiful Bulkley Valley. With a population of 5,400, it is a service hub for a surrounding region comprising a population of approximately 15,000.

Smithers is known for its remarkable outdoor recreation opportunities and its picturesque Main Street. It is home to a rich arts community and diverse, engaged residents who call themselves “Smithereens.”

The full range of major amenities can be found in Smithers, including a hospital, airport, schools, community college, churches, ski hill, Nordic centre, two ice arenas and two golf courses.

Economically, Smithers is fortunate have a diverse employment base. Major economic sectors include forestry, mineral exploration, tourism, and government services. A large number of Smithereens are amenity migrants who work remotely and choose Smithers as their home because of the quality of life it affords. Long-term stability and resilience are among the community’s hallmarks.

Smithers is situated within the traditional territory of the Wet’suwet’en people. The Town enjoys a positive, collaborative relationship with the Wet’suwet’en Hereditary Chiefs.

The Position

The Town of Smithers is currently seeking a Chief Administrative Officer (CAO) to lead the organization, which has an annual operating budget of $10 million and 65 employees.

The CAO is responsible for the overall management of the Town’s daily operations and the utilization of its human, financial and physical resources. The CAO works with the Mayor, Town Council, staff, and other parties to realize the community’s strategic vision and priorities. The CAO establishes clear goals for the senior management team and helps the team meet its objectives. 

In addition, the CAO is responsible for helping build strong relationships with other local governments, First Nations, local businesses and diverse community organizations; identifying new opportunities for community development consistent with Smithers’ Official Community Plan; and ensuring the organization provides residents with efficient, high-quality services.

The Qualifications

The ideal candidate will possess the following qualifications, skills and experience:
• Post-secondary education in a relevant field such as public administration, business administration, commerce, law, etc.;
• Three to five years’ experience at a senior management level in a local government environment, preferably as a CAO or comparable experience
• Experience working with First Nations
• Strong team leadership, analytical and organizational skills;
• Excellent oral and written communication skills;
• Excellent interpersonal skills;
• Discretion, tact, and good judgment;
• Willingness to be innovative, creative and entrepreneurial;
• Demonstrated ability to work in a political environment, balance competing interests and function in a multi-stakeholder environment;
• Ability to interpret and apply legislation, regulations and policies and to provide appropriate advice; and
• Ability to foster a positive, collaborative, and respectful work environment.
