Call for Directors - Bulkley Valley Economic Development Association (BVEDA) - EXTENDED
The Town of Smithers is seeking interested individuals to be appointed as representatives of the Town on the Bulkley Valley Economic Development Association Board of Directors for terms of one to three years. All Directors shall be individuals who are ordinarily residents in the Bulkley Valley.
The purposes of this Association are:
• To promote and provide community economic development services in the Bulkley Valley;
• To promote the stabilization, stimulation and diversification of the economy in the Town of Smithers and Electoral Area A of the Regional District of Bulkley Nechako;
• To assist and support businesses and economic development organizations in the Town of Smithers and Electoral Area A of the Regional District of Bulkley Nechako;
• To market, promote, coordinate and manage all services described in the society’s purposes; and
• To do all other things as are incidental or conducive to the attainment of the purposes of the society.
Preferred qualifications include:
• A track record in business or organization development;
• Experience creating and/or vetting financial statements;
• Well established links to key organizations and individuals in the region;
• Be well respected in the community and be perceived as a leader; and
• Proven ability to maintain confidentiality and trust.

Pubic Notice 2014, 2015 and 2016 Permissive Taxation Exemptions
Applications are now being accepted by Not-For-Profit Organizations, Charitable Organizations, Athletic or Service Clubs/Associations for permissive taxation exemptions for the 2014, 2015 and 2016 taxation years, in accordance with the new Permissive Taxation Exemption Policy adopted by Council in January 2013.
Not-For-Profit organizations, Charitable Organizations, Athletic or Service Clubs/Associations that have had permissive taxations in the past will have to apply; and Not-For-Profit organizations, Charitable Organizations, Athletic or Service Clubs/Associations organizations that have not had permissive taxation exemptions in the past are welcome to apply. Application forms must be fully completed in accordance with the requirements listed in the policy and on the application form.
The completed application form, along with required documentation, must be submitted to the Smithers Town Office at 1027 Aldous Street, Box 879, Smithers BC V0J 2N0 by the deadline of JUNE 30, 2013.
Council will review the Not-For-Profit organizations, Charitable Organizations, Athletic or Service Clubs/Associations applications over the summer and will make decisions as to 2014, 2015 and 2016 permissive taxation exemptions by September so that a new bylaw can be adopted by the end of October 2013.
Places of Worship, Private Schools, Certain Senior Care Facilities and Hospitals (that already are eligible for statutory taxation exemptions and that are in the Town’s current permissive taxation bylaw) will automatically be added to the Town’s new permissive taxation exemption bylaw and do not need to apply.
Copies of the Town’s Permissive Taxation Exemption Policy and the Permissive Taxation Exemption Application Form can be found on the Financial Services section of the Town’s website at www.smithers.ca. Copies of the Policy and the Application form are also available at the Smithers Town Office.

Spring - Water Flushing Program
NOTICE TO ALL WATER USERS
The Town of Smithers Works and Operations Department will be conducting a Flushing Program beginning Monday, May 6, 2013 until approximately Friday, May 31, 2013.
One week prior to the Flushing Program beginning, chlorine will be added to the system in controlled quantities, to offset iron, bacteria, silts and other substances that have settled out of the water and become lodged in the distribution system. Users will probably be able to detect the taste or odour of this chlorine until approximately June 7th, 2013.
The quantity of chlorine injected into the system will not be allowed to exceed two milligrams per litre and will not be injurious to your health. This is a normal year-round chlorination dosage in many communities. Anyone finding this taste or odour objectionable will be able to quickly dissipate it by allowing a container of water to stand with the surface uncovered for a short time, or by boiling the water for a couple of minutes.
If, during the course of the flushing program, the water from your taps becomes coloured or dirty, please run taps continuously for a period of time, and you will find that the problem will clear up. Should that action not correct any problem with taste, colour or odour, contact the Town at 250-847-1649.
The Town would like to thank water users for their patience and co-operation during the Flushing Program. Our aim is to provide the community with the best quality of water possible.

Notice to All Builders & Developers - Building Setbacks
The Town's Zoning Bylaw specifies the required building setbacks from the property lines. Due to recent building setback errors during construction, the Town of Smithers will be strictly enforcing the following sections from the Building Bylaw No. 1673:
9. Applications for Complex Buildings
9.1.3.3 Location and dimensions of all statutory rights of way, easements and setback requirements;
10. Applications for Standard Buildings
10.1.3.3 Location and dimensions of all statutory rights of way, easements and setback requirements;
17. Inspections
17.4.2 Prior to placing any concrete for the footings or foundations, the owner or authorized agent shall notify the building official and request a site visit to document the various aspects of the foundation and where in the opinion of the building official, the siting regulations may be contravened, the owner shall provide a site plan per 9.1.3 or 10.1.3.
For clarification, the site plan noted above must be provided with all building permit applications. The Building Inspector will not require a second site plan be provided, but may require that a legal surveyor or qualified professional perform a site visit to confirm the foundation wall formwork is not encroaching into required yard setbacks from the property lines. In these cases, approval to proceed with pouring the concrete foundation wall will not be given until the setbacks are confirmed. In the case of preserved wood foundations, the setbacks must be confirmed similarly, before the Building Inspector approves further construction.

Cycling Friendly Community Task Force Results
Results of the Cycling Friendly Community Task Force
At its Strategic Priorities session held on June 19-20, Council identified the creation of a Cycling Friendly Community Task Force to increase the cycling friendliness of the Town of Smithers as a top corporate priority. Goals of the Task Force were to:
1. Recommend strategies and actions to increase the cycling friendliness of Smithers that can be implemented in 2013, including budget items to be considered in the 2013 budget process.
2. Recommend longer term actions to increase the cycling friendliness of Smithers that can be implemented in the next 3-5 years.
The Task Force met 4 times during September and October. The completion of group brainstorming, a bike tour/audit and creation of a "Cycling Hotspot Map" set the foundation for which the recommendations and "Smithers Bike Route Map" are based. The Task Force's recommendations are broken down into 4 key areas:
1. Bike Racks: Replace existing bike racks with functionally designed bike racks that promote year round cycling as well as increase the number of bike racks in town.
2. Signage: Provide clear, positive signs at strategic locations across the local bike network to ensure route connectivity and to improve overall safety.
3. Designated Bike Routes: Create designated bike routes that are well connected, convenient, easily recognizable and safe. Expand the Town's existing network of multi-use pathways.
4. Education and Promotion: Educate both cyclists and drivers on proper road etiquette and the benefits of using bicycles for everyday transport. Create a recognizable "bike friendly" Smithers brand.
On October 30th, 2012 the Task Force presented its recommendations to Council for consideration. It is up to Council whether or not to proceed with the recommendations.

CYCLING FRIENDLY COMMUNITY TASK FORCE
At its Regular Meeting held August, 28, 2012, Council established the Cycling Friendly Community Task Force.
The Task Force purpose is to move forward the use of cycling as a viable form and option of transportation for the general public. The Task Force is to create actions/ recommendations for Council consideration, including potential budget items for the 2013 Budget process. The Task Force is to address the infrastructure and the network needed, road safety education, as well as social marketing programs to promote cycling as an option of transport within Smithers. The Scope of Work is limited to actions/ improvements/recommendations within the Town boundaries.
Community members are encouraged to provide input to the Task Force members on how to make Smithers a more Cycling Friendly Community.

Open Burning
The Smithers Fire Department would like to remind residents that the Town of Smithers Open Burning Bylaw No. 1155 prohibits any open burning of domestic waste materials, garden refuse, garbage, land clearing or noxious materials.

Although the Town of Smithers does not do residential recycling pickup, there are many organizations in the Town of Smithers that do help with reuse, repair and recycling of items that are no longer needed.
