The Town of Smithers has received a building permit application from Bulkley Valley Harm Reduction Society for a temporary emergency warming shelter in the former Fabrications building at 3892 3rd Avenue. The Town was not involved in the application process and will not be involved in operating this shelter. The Society is working with BC Housing to provide a safe, low-barrier warming space for the community from November 2025, to March 31, 2026. The shelter will operate 24/7 and offer a place for individuals who don’t have housing or those who need a warm, safe space to come out of the cold.
The Town is working with the Harm Reduction Society and BC Housing to ensure the building meets all requirements for the intended use, and measures are in place to mitigate any potential negative impacts to the community while maximizing benefit to those who need the resource. The property’s current zoning allows for this type of use. The shelter will have a maximum occupancy of 10 people at a time and will be staffed at all times while open.
The Bulkley Valley Harm Reduction Society has shared that they aim to be good neighbours by being open, honest, and responsive, and will do their best to listen, communicate, and address any concerns that may arise.
